Barry Harner is an innovator in aviation engineering, training and logistics. He has more than 30 years of experience in the field and a reputation for excellence.
His active duty military experience in the U.S. Coast Guard and U.S. Navy includes the posts of Chief, U.S. Coast Guard Aeronautical Engineering USCG/Department of Homeland Security; Commanding Officer, USCG Air Station Traverse City, MI USCG/DOT; and Aeronautical Engineering Officer, USCG Air Station Clearwater, FL USCG/DOT.
As a federal contractor he has served as Director of Homeland Security Operations for Perot Systems Government Services, Inc.
Harner is a retired U.S. Coast Guard aviator and trusted leader in the fields of Aeronautical engineering, training and logistics. He has played crucial roles within the Department of Homeland Security, the Coast Guard, and in the civilian sector as a Federal Contractor. While on active duty in the Coast Guard, he served as Chief of Coast Guard Aeronautical Engineering. As Director of Department of Homeland Security Operations for Perot Systems, he directed USCG and DHS programs covering aviation and integrated logistics, particularly in the development of C-130J Joint Tactical Airborne Multi-Mission Sensor (JTAMMS) System. He managed the integrated logistics support for six new C-130J aircraft including development of integrated logistics support, training programs, development of detailed maintenance procedures, technical manuals and supply chain procedures.
Since becoming Director of Logistics Operations for VectorCSP, Harner has been a highly valued strategic resource in the ongoing Coast Guard logistics transformation program. He has served as subject matter expert on such areas as aviation operations, safety and engineering, integrated logistics, workforce management, supply chain management, acquisitions and contracting, and technology development. His direction and insight have proven critical in creating a logistics model of aviation best practices. This model has been applied in transforming the Coast Guard’s surface community.
Harner’s career has focused on effective leadership and process improvement. His unparalleled engineering and logistics expertise was a principal factor in developing the Workforce Performance Model as the framework supporting the LTPIO (Logistics Transformation Program Integration Office). His vast range of experience allowed him to tie processes and procedures together in innovative and insightful ways that might otherwise have been impossible.
He is a graduate of the USCG Academy with a Bachelor of Economics degree and holds a Master of Science degree in Industrial Security Strategy from the Industrial College of the Armed Forces. He studied Engineering Management at the University of Maryland. While serving on active duty he was a designated Coast Guard Aeronautical Engineer.
