Bill Kopp has more than 30 years of experience in aviation maintenance and training management. On active duty with the U.S. Coast Guard, he served as an Assistant C130 Engineering Cell Leader, a C-130 Maintenance Officer; a C-130 Maintenance Control Supervisor, a C130 Maintenance Technician as well as a C130 Flight Engineer..
As a Federal Contractor he was USCG C130J APO Project Manager for Perot Systems Government Services, Inc., and Senior C130J Maintenance Analyst for Soza & Company, Ltd. (SOZA).
As Program Manager and Senior Technical Analyst for the U.S. Coast Guard's major C-130J acquisition project, Mr. Kopp leads the team that provides all forward units and personnel in the C-130J program with all facets of support, from logistics systems to parts staging and performance-based training.
In Hurricane Katrina's aftermath, the Coast Guard's C-130Js were deployed to provide Logistics support. As a direct result of the exemplary logistics management by Mr. Kopp's C130J Support Team during this crucial operation, rescuers were able to transport over 670,000 pounds and one third of the total relief supplies that the Coast Guard deployed to the devastated area.
Kopp played a key role in developing the space and environmental requirements for the C-130J warehousing area. When all C-130J APO operations moved to a new location, he managed the transition superbly. Demonstrating an understanding of the integrated nature of logistics, his ILS team ensured proper storage space for C-130J components. The team also facilitated access to logistics management systems, supply technician training, internal quality audits for HAZMAT and safety compliance, and a communications system that linked supply, maintenance, and command and control.
The resulting maintenance, supply and office spaces are a model in production. This is a testament to Kopp's ability to provide quality deployment support with the necessary forethought to assure success.
He holds a Bachelor of Science in Sociology from the State University of New York (1994).
