The Coast Guard's Logistics Transformation Program Integration Office (LTPIO) manages the transformation of all Coast Guard logistics to a new system based on its existing aviation logistics model.Business Situation
To make an enterprise-wide transformation, LTPIO had to identify the elements of the aviation logistics model. Much of this was undocumented tradition.Solution

When Admiral Thad Allen became Commandant in 2006, he issued a set of Commandant's Intent Action Orders (CIAOs) designed to modernize infrastructure and improve operational readiness. CIAO #4 ordered that Coast Guard aviation’s logistics model be adopted enterprise wide.
This transformation required comprehensive organizational, process and cultural change. What’s more, much of the aviation business model was based largely on oral traditions and was not fully documented.
Coast Guard leadership worked with VectorCSP to develop a Workforce Performance Model (WPM) using the Pathfinder suite of methods and tools. Created in just 180 days, the aviation logistics WPM became a cornerstone of the transformation effort. It identified in detail all key elements of the aviation logistics model as well as the policies, processes and infrastructure required to achieve ordered outcomes. The WPM provided the basis for transition plans, new organizational structures, IT systems requirements, transition metrics, new process guides and training programs.
Situation
To make the enterprise-wide transformation to the aviation logistics model, the Coast Guard had to identify and fully document all elements of the model including policies, processes and procedures, organizational structures, information systems, and command hierarchies.
Solution
To document the aviation logistics business model, LTPIO enlisted the aid of various aviation logistics commands including CG-4, ARSC, the C-130J APO, ATTC, ATC, and various Air Stations to work with VectorCSP to create the initial aviation logistics Workforce Performance Model (WPM).
Creating and Validating the WPM
Creating a valid and comprehensive model required interviews and research at all levels within the aviation logistics organization. Vector CSP used the Pathfinder suite of methods and tools to:
- Place all interview and research findings into the WPM framework.
- Decompose the model into key functional elements including process flowcharts, job and systems descriptions.
Aviation subject matter experts reviewed and validated each element.
Benefits
Once the WPM contained the validated aviation logistics model, Vector CSP used the Pathfinder Performance Modeling tools to mine the WPM data. This allowed the LTPIO to create:
- Transition project plans
- Transformation dashboards to manage progress toward model adoption
- Organizational re-alignment plans
- New process guides
- Transition training
- Staffing models
- Technology modernization plans
Vector CSP used the Pathfinder platform to establish the standard for transformation in the Coast Guard. The effort has proved and implemented best practices throughout the enterprise based on the aviation logistics model.
Plans for The Future
The Pathfinder WPM allows the Coast Guard to map transformation and transition strategies quickly and easily. Using the Pathfinder methodology, the Coast Guard can model any workforce’s practices and compare and contrast them with the aviation workforce model. Armed with this information, leadership can implement changes and interventions to complete transformation successfully.
Using the web-based transformation dashboard, the enterprise can check progress during planning, implementation and completion, as well as conduct external auditing to validate the process. Transformation is never easy, but the WPM goes a long way toward removing the guesswork.
