The Coast Guard's Logistics Transformation Program Integration Office (LTPIO) is responsible for managing the comprehensive transformation of the Coast Guard to a modern logistics model compliant with the CFO Act.

Business Situation

LTPIO is tasked with transforming the logistics processes and infrastructure of the Coast Guard at operational sectors and at acquisition and sustainment logistics commands. The transformation process requires strategic monitoring and management to achieve full operational capability.

Solution

VectorCSP created a logistics transition dashboard capable of tracking the level of operational capability attained on each key transformation objective defined by LTPIO.

Change management in the Coast Guard requires clearly defined success criteria, a plan to achieve those criteria, and a simple and usable way to track progress and know when you've successfully transformed.

Applying a new logistics infrastructure to an entire organization is a complex task. It depends on a cultural shift and requires a carefully crafted tracking and management plan. Using the Pathfinderâ„¢ tools and methodology, LTPIO and various aviation logistics commands worked closely with VectorCSP to create and implement a logistics transition dashboard capable of tracking and assisting in the strategic management of the transformation.

For each key aviation logistics process, a framework of transformation interventions was developed based on transformation goals and states of readiness that must be achieved to reach full operational capability.

The three-step dashboard system tracks the creation and implementation of transformation strategies. Then it provides a crucial external audit to ensure compliance. The system provides at-a-glance progress tracking and simplifies high-level strategic change management.

Situation
The pilot sector transformation programs were underway in Baltimore and San Francisco, Asset Project Offices (APOs) and Logistics Centers were being established, and the overall organizational shift to the aviation logistics model was imminent. As a result, the ability to track and manage this full-scale shift in culture and fundamental logistics infrastructure had become critical.

With the Aviation Logistics Workforce Performance Model in place, the LTPIO and transformation authorities identified transformation objectives and transformation interventions, and they created a method of tracking and managing their implementation. Using Pathfinder tools and methodology, VectorCSP worked with LTPIO to create realistic monitoring points that include creation of a transformation plan, implementation of that plan, and an audit by outside authority to validate completion. This process was developed into a logistics transition dashboard that allows Coast Guard senior leadership, LTPIO managers and field transformation personnel to see at a glance where various aspects of the transformation stand at each command and facility.

The goal of the transition dashboard is to provide a quick, easy method to monitor progress toward achieving specific transformation success criteria.

The transition dashboard was designed and implemented to fulfill several key strategic management needs:

Benefits
The logistics transition dashboard relieved the burden of management and allowed for a cleaner, more accurate assessment of each stage of the transformation. With its Pathfinder methods and tools, the dashboard identified success criteria and ongoing progress toward meeting the criteria. It proved to be an important management and communications tool for LTPIO, senior Coast Guard leadership, and transformation personnel at field units.

Plans for the future

The dashboard has proven itself a beneficial and useful asset to the transformation process. With more pilot programs in process, and the overall logistics transformation imminent, this tool can make a significant difference in the attention to detail and efficiency necessary for a successful logistics transformation.
