VectorCSP is a woman-owned small business with headquarters in Elizabeth City, NC. Our company was created by a group of highly experienced business experts in the fields of logistics, workforce performance, training, engineering, aviation management, and information technology (bios). We began operations in 2002, developing training and logistics solutions for the U.S. Coast Guard and the Department of Homeland Security.

Since then we have built a network of skilled, professional employees, expert consultants, industry and academic partnerships to provide our clients with personal service that exceeds their expectations.

Core Competencies

Aviation Logistics, Engineering, and Technical Services

As a company, VectorCSP has substantial aviation operational, logistical, and industrial experience. We have managers and staff who have been combat pilots, flown commercial jets, managed aviation depots and industrial facilities, and who have developed and delivered training to NASA astronauts. Our aviation background and the knowledge of the rigorous processes that go into managing large-scale aviation programs positions us well to understand the issues involved with developing and managing similar programs for our Federal clients.

Human Performance Management and Training

The disciplines of the aviation business environment - where costs are high, mistakes can have catastrophic consequences, and high workforce performance is critical - can be applied to any business to improve performance. Our business transformation services, including our Pathfinder Workforce Performance Modeling solutions, have proven to be powerful tools for Federal agencies to re-align their workforces for maximum performance and effectiveness.

VectorCSP Principals

Stan Walz, President, CEO

Stan Walz joined the VectorCSP team in the Spring of 2006. Immediately prior to joining VectorCSP he was the Vice President of Coast Guard Programs for Perot Systems Government Services (PSGS). While at Perot he was responsible for generating over $140M of Coast Guard business predominantly in IT support services and aviation Integrated Logistics Support (ILS).

Bringing over 35 years of experience to our organization, Mr. Walz provides leadership and innovative aviation logistics support to the Department of Homeland Security maritime surveillance, international law enforcement, and rescue/humanitarian operations. He has demonstrated expertise in aircraft maintenance management, integrated logistics support, project management, reengineering, and international flight operations.

Designated as both a Coast Guard and Naval Aviator, Mr. Walz served in a wide variety of operational and staff positions over his 28 year military career. During the vast majority of his operational tours he was designated as an Instructor Pilot and Maintenance Test Pilot. His entire active duty career was dedicated to improving mission effectiveness while reducing the cost of the “logistics tail”. Mr. Walz concluded his military career as the Commanding Officer, Coast Guard Air Station Elizabeth City, NC

He is a Department of Transportation Fellow sponsored by the Council for Excellence in Government. He received his bachelor’s degree in Business Administration from St. Joseph’s University, Philadelphia, PA; and a Master of Business Administration from Corpus Christi State University.

In support of the local community Mr. Walz has provided strategic planning support to Elizabeth City State University, Pasquotank County Commissioners, Chowan County Community College, and the Albemarle Hopeline. Additionally, he served as the Chairman of the Albemarle Area United Way for over five years and is currently an active Guardian Ad Litem in support of neglected and abused children.

Jeanne Cumby, Managing Partner, CAO

Jeanne Cumby's background includes extensive experience in business, marketing, product development, and CRM. In 1990, Ms. Cumby founded a PageCraft, a cutting edge multimedia design and development firm that provided software and training services for the private sector. 

Prior to founding VectorCSP, Ms. Cumby served as Vice President of Marketing for ESS, a software company that developed distance-learning, knowledgebase, and publishing applications for the aviation industry.

Ms. Cumby is also the founder and executive director of ReadToMe!, a non-profit organization devoted to increasing literacy for at-risk elementary school students. Ms. Cumby is a graduate of the University of Georgia. 

Patrick Cumby, Director of Performance Systems

Patrick Cumby combines experience developing business transformation, workforce training, and human factors programs with senior IT management expertise. He is an accomplished author and speaker, covering a wide range of topics from technical communications to workforce recruiting to identifying workforce performance influencers.

Mr. Cumby developed the Pathfinder Workforce Performance Modeling (WPM) methods in order to provide a roadmap for Federal agencies to comply with the President's Management Agenda and move toward Performance-Based Management. His team conceived, designed, and developed the Pathfinder suite of performance analysis tools, including Performance Modeler and Web Surveyor. The Pathfinder suite has been used to analyze and transform the jobs of over 40,000  federal employees and contractors in organizations ranging from USDA to DHS.

In his career as a performance management consultant, Mr. Cumby has led knowledge management software development teams for companies including Motorola, SofKey, BellSouth and Global Village Communications. He has developed training and human performance solutions for large enterprises including Corel, Geac, Dun & Bradstreet, and Yahoo!, as well as for Federal agencies including the Farm Service Agency and the U.S. Coast Guard.
