VectorCSP supports U.S. Forest Service Large Airtanker Fleet Modernization

VectorCSP is playing an integral role in supporting U.S. Forest Service (USFS) large air tanker fleet modernization activities. In 2014, the National Defense Authorization Act (NDAA) authorized the transfer of seven excess U.S. Coast Guard (USCG) HC-130H aircraft to the USFS for use as air tankers for wildland fire management operations.

The VectorCSP team (including Convergent Performance LLC, Pricewaterhouse Coopers LLP, and VLinc Corporation) supports a broad range of USFS program needs, including:

  1. Project Management (USFS HC-130H Implementation Plan and meeting facilitation)

  2. Large Air Tanker Modernization Aviation Business Case Analysis

  3. USFS Initial Operating Capability (IOC) MAFFS II Operations Plan

  4. Aircraft Configuration Control Board documentation for the Modular Airborne Fire Fighting System II (MAFFS II), Automated Flight Following (AFF) and FM-radio being installed on the first two HC-130H

  5. Training materials for USFS contracted HC-130H aircraft maintainers to maintain the aircraft in accordance with USCG policy and procedures

  6. USFS HC-130H aircrew minimums (quals, training and currency requirements)

  7. USFS IOC HC-130H MAFFS II syllabi to familiarize agency and contractor pilots and aircrews with the aircraft in MAFFS II configuration

VectorCSP’s USFS team provides a deep and broad knowledge of the HC-130H aircraft, in-depth understanding of the USCG’s enterprise logistics system and maintenance and supply support programs, as well as acquisition program experience, and human performance technology, training and safety management expertise. This experience and knowledge is being applied to reduce learning curves, leverage proven best practices, streamline processes and identify critical paths for success. Our highly qualified technical professionals are providing support at the USFS Washington, DC and Boise, ID offices, at USFS’ planned IOC operating base, and as an embedded team at the USCG Aviation Logistics Center (ALC).
